You may need to use a spade, hoe or turf cutter to remove the existing grass.
If it is a hard surface, it’s recommended to soak the area previous night to loosen the soil.

We recommend to fill approximately 50-60% high with 10mm crush rock then compact before you fill with crusher dust. Total area should be 80mm to 100mm filled with crush rock and dust to give proper drainage
